Every question on Ofgem's published list, ready before you sign in. The service may word or order them differently. It's free: fill in what you can, or print it blank and hand it round.
Registering is free and you don't upload any documents. Existing networks must be registered by 26 January 2027.
About you
These change which questions appear, as Ofgem says its service does.
Your role
Part 1: Your organisation
Your regulatory contact
Usually your most senior person responsible for heat networks. Only this person can ask for access, and stays responsible for what's submitted, whoever types it. Use their individual work email, not a shared mailbox, and the same one for GOV.UK One Login.
Create your account
Organisation details
Does it operate for profit?
Is it part of a joint venture or special purpose vehicle, or a wholly owned subsidiary?
Financial information
Not asked of organisations under social housing regulation. The figures are for the whole organisation, not one network. Giving false information is an offence.
Do you have operation or supply continuity plans in place?
Signed-off accounts for your most recent period?
Do you reasonably expect to have the finance and resources to carry on for the next 12 months?
Did assets exceed liabilities at the end of the year?
Do you hedge your gas or electricity requirements?
Fit and proper declaration
Your regulatory contact declares this for everyone with significant managerial responsibility or influence (SMRI) over your heat networks. You don't submit the list, but you must be able to say you have one, and Ofgem may ask for it later. A declaration lasts 3 years. You can't finish this section unless you can confirm you have the list. If you answer no to any of the other three, Ofgem will email you for more information.
Do you have a list of relevant people with SMRI?
Does everyone on it meet all the fit and proper criteria in condition A8?
Do you have a process to make sure they're fit and proper?
Do you carry out regular assessments?
Anyone else who'll help
Optional. The regulatory contact adds them after setting up the account, including a managing agent or other third party. Each needs a GOV.UK One Login on the email you add.
Part 2: Each network
Each network is a separate registration, so add one per network.
Network 1
Introduction
Which regulated activities do you carry out on it?
Which country are its consumers in?
Does it meet the definition of a shared ground loop?
What type of network is it?
Is it providing heating, cooling or hot water to consumers now?
Did you begin a regulated activity on it on or after 1 April 2025?
Do any other suppliers sell to consumers on it?
Does it supply heating, cooling or hot water to any other heat networks?
Technical information: the primary energy centre
Customers and metering
If you're supplier only: did you start supplying some or all of its consumers on or after 1 April 2025?
If non-domestic customers only: is it an industrial network?
Do your domestic customers have prepayment meters installed?
Do you use a metering or billing agent for this network?
Consumer protections
Do you have a Priority Services Register, or an equivalent, in place and operating?
Is there a procedure for domestic customers, micro-businesses and small businesses to raise a complaint?Operator and supplier are jointly responsible for confirming this.
Do you have a process for dealing with customers who have difficulties paying?
Is a continuity plan in place and fit for purpose? Both operator and supplier confirm this. It's required by the end of the first part of the initial period.
Billing
Ofgem lists these. Its page on embedded networks mentions four questions in this section, so expect one more.
Do you give customers information on how their bills are calculated?
Other suppliers
If you're the operator and someone else supplies, you find them on a list and invite them, and they must have an account first. Ask them offline to create one. A supplier can't finish until the operator has submitted.
Your worksheet
Blank answers print as lines to fill in, so you can also pass it round for others to complete. It also lists what isn't on the form but shouldn't be missed.
