Who we are
Heatdesk is run by RDZZ LTD (company number 14352914), 483 Green Lanes, London, England, N13 4BS. It isn't connected to Ofgem. By using this site you accept these terms.
This is software, not legal or regulatory advice
Heatdesk is a software tool. It isn't a law firm or a regulator, and it gives no legal advice. It applies Ofgem's general authorisation conditions and guidance to what you tell it. The result of the check is a guide from your answers, and it can't settle who holds a role in your particular case. No solicitor has reviewed the documents it writes for you. Take proper advice if anything is unusual or disputed.
You don't need Heatdesk to register
Registering with Ofgem is free and is done on Ofgem's own service. Heatdesk doesn't register you or send anything to Ofgem. What you submit, and what you declare, is yours.
The documents and letters it produces
Downloads without a licence code are marked PREVIEW on every page and are for checking, not using. A valid licence code gives you the same documents without the marking, and in Word. They're starting points written from your answers: you're responsible for reading them, completing anything in square brackets, making them true of how you actually work, adopting them, and following them. Having a document doesn't by itself mean you comply with a condition.
A heat charge working shows how your costs were allocated on the figures you gave, following Ofgem's guidance. It doesn't say whether your charges are fair or lawful. Heat charge letters explain a charge: they aren't service charge demands or statements, or a notice of a change in charges, and they don't change what your leases or contracts say.
What it covers
Operators and suppliers of communal and district heat networks in England, Wales and Scotland that existed before the registration date. It doesn't cover Northern Ireland, new networks applying for authorisation, or in any depth prepayment meters (conditions B10 and B11), technical standards or regular data reporting. The map of conditions in each pack says what's left for you to do.
Licences, invoices and payment
A licence for up to 5 heat networks costs £495 a year; up to 50, £1,495 a year. Each is for one organisation. The prices are the total you pay. Order by email to hello@heatdesk.co.uk. We send an invoice from RDZZ LTD with your licence code; please pay by bank transfer within 30 days.
A licence covers what your organisation makes in the twelve months after the code is issued, for networks it operates, supplies or manages. A managing agent may make documents in the name of each client whose networks it manages, up to the number of networks on its licence in total. Please don't share the code outside your organisation. What you've downloaded stays yours to use after the licence ends. If a document is wrong because of a fault in Heatdesk, tell us and we'll fix it or refund that year's fee.
Limits of liability
Nothing in these terms limits liability for death or personal injury caused by negligence, for fraud, or for anything else that can't lawfully be limited. Otherwise, our total liability to you in any year is limited to the licence fee you paid for that year, and we aren't liable for regulatory penalties, loss of profit or business, or for losses caused by details you entered or by how a document was used.
Changes and law
Ofgem has said its guidance will change as regulation beds in, and the technical assurance scheme and authorisation by application are still to come. We update Heatdesk when the rules change. Make a fresh copy of your documents when they do. We may update these terms; the date at the top shows when they last changed. These terms are governed by the law of England and Wales.
